Apples does compare products to competition. E.g while introducing the M1 Pro and Max Macbooks, they compared its performance as a SoC to ASUS flagship gaming notebook.

That Apple does slow down old devices intentionally by software updates is lacking evidence. As a long year iPhone user I cannot see that I ever got that experience. In general I keep my iPhone until it runs out if SW-support, which is 5-6 years.
